The Missouri State Fair and the Youth in Agriculture Committee are accepting applications for Youth in Agriculture scholarships for Missouri high school seniors graduating in 2027. The application form can be found on the Fair’s website.

Applicants must be high school seniors, active members of Missouri 4-H or FFA, and have participated at least once as a 4-H or FFA exhibitor at the Missouri State Fair. Selected students must enroll (fall and/or spring semester immediately following graduation from high school) in an accredited community college, college, university or technical school.
Missouri State Fair scholarships are funded through the generosity of Youth in Agriculture sponsors, hometown supporters and buyers of the livestock sold during the annual Sale of Champions. Stacy Horn, 56 of Amoret, Missouri passed away October 25, 2026 at
her home in Amoret. A visitation will be

Stacy
Rene Horn was born February 1, 1970 in Paola, Kansas, the daughter of Ronnie
and Trudie Harris Davis. Stacy grew up
in the Butler, Missouri area and attended Butler High School until her Junior
year. After which she earned her GED and
immediately went to work at a daycare in Louisburg, Kansas pursuing her passion
and love for children. Stacy eventually
acquired her own daycare license in Kansas to begin her own daycare out of her
home.
Over
the years she also worked at Price Chopper and Casey’s but ultimately ended up
back in her true passion of caring for children at Prairie View School in
LaCygne, Kansas.
In
1990 Stacy began dating and eventually marrying her best friend and soul mate,
Bill Horn, with whom she spent the next 36 years of her life building a family
full of laughter and memories.
Stacy
was preceded in death by her father Ronnie Davis and maternal grandparents,
Olen and Doris Harris. She is survived
by her loving husband Bill Horn of the home in Amoret, her children, Dallas
Horn of Amoret, MO, Chyenne (Jordan) Pruett of Leawood, KS., Alexis Horn of
LaCygne, KS., Brooklyn Horn of LaCygne, KS., her grandchildren, Arthur,
Eleanor, and Otis Pruett, as well as Evelyn Wisdom. She also leaves behind her mother Trudie
Harris of Linn Valley, KS., three brothers, Ronnie (Chrissy) Davis, Randy
Davis, and Richie Davis all of Linn Valley, KS., 14 nieces and nephews, along
with many cousins, extended family members and friends.
Stacy
lived well, laughed often, and loved deeply.
She will be greatly missed.
Arthur Loeffler, 64 of Amsterdam, Missouri passed away October 27,
2026 at Carnegie Village Long Term Care & Rehab in Belton, Missouri.
A visitation will be held from 1:00 pm to 2:00 pm Wednesday, November 4, 2026
at Mullinax Funeral Home, Drexel (816-657-4400). Funeral services will
follow at 2:00 pm Wednesday, also at the funeral home. Burial will take
place, with military honors at West Point Cemetery, Amsterdam, Missouri.

Art was born February 5, 1962, in St. Charles, MO. He was the son
of Charles Frederick Loeffler and Patricia Galbraith Loeffler
He joined the United States Marine Corp after his high school
graduation. Art proudly served his country for 6 years and received an
honorable discharge when he was diagnosed with Multiple Sclerosis. He was
married to Terri Louise (nee Stanton) Loeffler.
Art is preceded in death by his parents. He is survived by his
wife, Terri; his son, Anthony Loeffler; and 4 daughters, Christina Goodman,
Stacy Steward, Susan Curry, and Sharon Wallace. Art had 15 grandchildren and 1
great-grandchild. He is also survived by 5 siblings: Loraine Beasley, Barbara
Henry, Donna Cook, Kris Peerman, and Rob Peerman.
Art lived by the motto “improvise, overcome, and adapt. He will be
missed by all you knew him.

JEFFERSON CITY, Mo. – The Missouri Conservation Commission gave final approval to regulation changes from the Missouri Department of Conservation (MDC) at its Oct. 23 open meeting in Cape Girardeau that would require users of its unstaffed firearms shooting ranges to have a valid small-game-hunting permit to use the ranges. The new permit requirement will become effective starting in March 2027.
MDC offers free recreational firearms shooting on more than 35 unstaffed shooting ranges around the state. The ranges were designed decades ago primarily for hunters with most traditional use being in the spring and fall in preparation for various hunting seasons.
According to MDC, range use has increased significantly in recent years with more home/self-defense firearms practice and increasing use of modern sporting rifles. Increased use has also resulted in increasing damage to shooting range signs, booths, and other infrastructure from some shooters, along with increasing litter from some shooters in the form of spent shells, targets, and other items not being collected and properly disposed of.
To help reduce range damage and misuse, MDC will require users of its unstaffed firearms shooting ranges to have a valid small game permit starting in March 2027. Existing age and disability exemptions will remain. The proposed regulation changes would apply only to MDC owned unstaffed firearms shooting ranges, not partner ranges or MDC’s five staffed shooting ranges.
For residents, the allowable permit options start at $11.50 for an annual small game permit. For non-residents, daily small game permits are $16 and annual small game permits are $108.50.
The Conservation Commission gave initial approval to the proposed permit recommendation at its May 29 open meeting in Washington. MDC then invited online public comments July 16 through Aug. 14.
Missouri hunters are required to have completed a certified hunter education program to get firearms hunting permits, unless exempt. Hunter education teaches shooting safety, ethics, and etiquette.
According to MDC, requiring a small game permit to use MDC unstaffed firearms shooting ranges would ensure that users have completed hunter education to help improve safety for themselves and other range users, visitors, neighbors, and MDC infrastructure. It also gives conservation agents another tool to improve public safety at MDC ranges.
MDC noted that many shooting range users won’t be affected by the new permit requirement because they already purchase a small game hunting permit or they’re exempt from needing one.

JEFFERSON CITY, Mo. – The Missouri Conservation Commission gave final approval to a regulation change from the Missouri Department of Conservation (MDC) at its Oct. 23 open meeting in Cape Girardeau that would require nonresident deer hunters to purchase a Nonresident Public Land Deer Hunting Permit for $165 to be able to pursue, take, possess, and transport deer on public land in Missouri such as conservation areas and other state and federal public lands. This permit will be required in addition to regular nonresident deer hunting permits. The change will become effective for the 2027 deer season.
Additionally, this permit will be
required for nonresidents hunting small game with a nonresident archery permit
on public land.
The Commission gave initial
approval to the change at its May open meeting. MDC then welcomed public
comments during July and August.
More than 90 percent of land in
Missouri is privately owned. This permit will not be required to hunt private
land.
MDC research shows that
nonresident participation in Missouri’s deer season has increased considerably
in recent years and an increasing number of resident hunters have expressed
concern about how it is impacting their hunts, particularly on public land.
Isabelle noted that the
regulation change is designed to address those concerns and help alleviate the
increasing nonresident deer hunting pressure in the state.
According to MDC data, there were
approximately 20,000 nonresident deer hunters who hunted in Missouri 20 years
ago. That number was about four percent of the state’s nearly 475,000 total
deer hunters. By 2025, that number had more than doubled to about 42,000
nonresident deer hunters in Missouri, accounting for about nine percent of the
state’s total deer hunters.
