Governor Parson Appoints Kea S. Bird-Riley as Associate Circuit Judge for 16th Judicial Circuit
(JEFFERSON CITY, MO) – Today, Governor Mike Parson appointed Kea S. Bird-Riley as Associate Circuit Judge for the 16th Judicial Circuit. She will fill the Associate Circuit Judge vacancy created by the appointment of the Honorable Sarah Castle to Circuit Judge.
Ms. Bird-Riley, of Kansas City, currently serves as a family court commissioner for the 16th Judicial Circuit. She holds a Bachelor of Science in communications and a Juris Doctor from the University of Missouri – Kansas City School of Law.
Governor Parson Announces Appointment of Ginger Koller Joyner as Reynolds County Prosecuting Attorney
(JEFFERSON CITY, MO) – Today, Governor Mike Parson announced the appointment of Ginger Koller Joyner as the Reynolds County Prosecuting Attorney. Ms. Joyner will fill the vacancy created by the election of Michael Randazzo to Circuit Judge. The appointment will become effective January 4, 2020.
Ms. Joyner is currently self-employed at Joyner Law, LLC. She holds several postsecondary degrees from Missouri State University, William Woods University, and Southwest Baptist University as well as a Juris Doctor from Saint Louis University School of Law.
Governor Parson Announces Appointment of Judge Jack A.L. Goodman to Missouri Court of Appeals, Southern District
(JEFFERSON CITY, MO) – Today, Governor Mike Parson announced the appointment of Judge Jack A.L. Goodman to the Missouri Court of Appeals, Southern District. Judge Goodman will succeed Judge Daniel E. Scott, who will retire on December 31, 2020.
Judge Goodman, of Monett, earned his Bachelor of Arts in philosophy along with his Juris Doctor from the University of Missouri – Columbia.
Judge Goodman currently serves as the Presiding Judge of the 39th Judicial Circuit. He is an active member of the Mt. Vernon Kiwanis Club, the Mt. Vernon Rotary Club, and several local Chambers of Commerce. Judge Goodman and his family are active members of their church and other community organizations.
The Missouri Public Service Commission has established the deadline for those wishing to intervene and participate in a natural gas rate case filed by Spire Missouri, Inc. (Spire).
Applications to intervene and participate in this case must be filed no later than January 12, 2021, with the Secretary of the Missouri Public Service Commission, P.O. Box 360, Jefferson City, Missouri 65102, or by using the Commission’s Electronic Filing and Information System (EFIS) at www.psc.mo.gov .

The Office of the Public Counsel is a separate state agency that represents the general public in matters before the Commission. On December 11, 2020, Spire filed a natural gas rate case with the Missouri Public Service Commission seeking a net increase in its base distribution rates of approximately $65 million.
According to Spire, the effect of the proposed rates on the Company’s residential customers would be to raise the bill of a typical heating customer by an average of approximately $3.28 per month.
Spire provides natural gas service to approximately 1.17 million natural gas customers in the City of St. Louis as well as the Missouri counties of Bates, Cass, Johnson, and Vernon.
