The 10th day of October Term

The Bates County Commission met with Presiding Commissioner Jim Wheatley, Northern Commissioner Ken Mooney and Southern Commissioner Trent Nelson present.

9:30 Debbie Brackmen brought in the annual EMA Grant application to be signed.

10:00 Adrian Senior Citizens Incorp. Cindy Kendrick, Mark Lovelace, Roger Irvin and Albeth Lovelace submitted an ARPA application for improvements to their facility. They are a non-funded Senior Housing in Adrian with 16 units. Built in 1968 and needing improvement for function and energy savings.

1:30 Mike Parker with the Electric City Speedway came in to discuss incident’s that have been happening on County Road 3 to their racetrack. Certain parties wish the road to be closed and are blocking the public road to the racetrack and the house beyond. The Sheriff Office has been called out a few times to get them to move out of the public roadway.  There was a question if this is a public road or if it had been closed. It was determined this is an open public road to provide access to the homes and businesses on this road. The township in the area maintains this road.

The 11th day of October Term

The Bates County Commissioners met with Presiding Commissioner Jim Wheatley, Northern Commissioner Ken Mooney and Southern Commissioner Trent Nelson present.

10:30 Gary Anderson with Cornland Special Road District came in to discuss the Township Audit and how to cover the cost. The total invoice is $25,088.83. They haven’t the funds to cover the initial cost. They will either seek payments or close the district and pass the cost to the townships, Lone Oak and New Home, that will divide up the roads. Gary will be calling a public meeting to discuss the issue and how to go forward.

1:30 Bill Graham, owner of GTR Ranch LLC, in the midst of selling his property the railroad crossing of 14002 and 14001 and east west road is in question of repairs. KC Southern Railroad is under the impression that the crossing is a private crossing and during the title search has demanded several maintenance items done at the cost and labor of the owner of the property, Bill Graham. Bill has completed several repairs to the cost of tens of thousands of dollars. Now they are demanding him to increase the width of the cross so 2 vehicles can pass. This would include wider railroad ties. This “drive” is a road that used to go all the way to the state line. The Commission could not find anything about this road being closed. There are several other properties that extend beyond the useable point of the road currently. They have asked Daniel Stewart, assistant surveyor, to check.

Southern Commissioner Trent Nelson made the motion to pay CART money to New Home $18,200.00. Northern Commissioner Ken Mooney seconded the motion. All voted yes. No opposition. Motion passed.

Northern Commissioner Ken Mooney made the motion to pay out an extra $2,000.00 from the CART money to all the townships. Southern Commissioner Trent Nelson seconded. All voted yes. No opposition. Motion passed.

Bill and Rosemary Eldridge stopped in, and the Commissioners updated them on the Cornland Special Road District concerns. Advised them that Gary Anderson will be calling a public meeting.

The 12th day of October Term

The Bates County Commission met with Presiding Commissioner Jim Wheatley, Northern Commissioner Ken Mooney and Southern Commissioner Trent Nelson present.

Approved bills.

11:00 Steve Lincoln, Adrian Rural Fire Department, brought in the application for a Grant. Kaysinger Basin put the information out there about the Grant and will help with the application.  It is a 50/50 match or in-kind match. Retroactive to March 2020. Steve will call Shannon Stewart for more information and how to get help with the application.

3:30 Brad Page came in seeking to fill out the remainder of the term that Charlie Maxfield resigned from for Mt Pleasant Township. This is an elected position but at this time the Commission can appoint someone to fill out the remainder of the term. Brad also expressed he is willing to run for election when that time comes. The Commission will talk this over when the Southern Commissioner, Trent Nelson is present and get back to him.

The Bates County Commission met with Presiding Commissioner Jim Wheatley and Northern Commissioner Ken Mooney present. Southern Commissioner Trent Nelson was absent.

Gerald Fuller came in to express his interest in being a trustee on the Mt Pleasant Township board.

3:30 Lumen Telephone meeting about the services they can provide to the county with fiber internet connection. They are going to bring us the charges and information.

The 14th day of October Term

The Bates County Commission met with Presiding Commissioner Jim Wheatley and Northern Commissioner Ken Mooney. Southern Commissioner Trent Nelson was absent for the morning session.

11:00 and 1:00 Work Force Development meetings were canceled.

1:00 Prosecuting Attorney Hugh Jenkins did not show up.

Northern Commissioner Ken Mooney made the motion to upgrade the internet/phone service with Lumen to fiber optic line. Presiding Commissioner Jim Wheatley seconded. All voted yes. No opposition. Motion passed.

Northern Commissioner Ken Mooney made the motion to accept the proposed County Holidays for 2023. Southern Commissioner Trent Nelson seconded. All voted yes. No opposition. Motion passed. (See list at end of month scan)

The 16th day of October Term

The Bates County Commission met with Presiding Commissioner Jim Wheatley, Northern Commissioner Ken Mooney and Southern Commissioner Trent Nelson present.

Bills Approved

Circuit Clerk, Shelli White has received a contract for the Children Services Division from the Henry County Assistant Prosecutor Todd Wilson’s administrative assistant. This is a 2-year contract. The Commission wants to know what has been paid out the last 2-years? What are they projecting as payments during this contract? And is there ever any reimbursement for services provided for enforcing the services. Shelli talked to Paula Hendrickson, administrative assistant to Todd Wilson, and found out this was signed in 2019 for year 2020 and 2021. The contract states any overages they have from services are split between each county in the district. Our district being the 27th and having Benton, Henry, Bates and St. Clair. Benton does not participate in this service.  The grant has covered the budget for the last 2 years and before. In 2018 the counties split $7000.00 as the overage. They are not projecting overages for this year however, Covid-19 delayed a lot of court proceedings. Shelli supplied a copy of the previous contract and budget she had received from Paula. Jim had some concerns over the budget with Covid and supplies being a low dollar amount. He also asked how Benton County is processing the Children Services in their county. Shelli is going to get some more information and come back on Monday the 28th.

Homer Township / Public Defender’s Office

The 17th day of October Term

The Bates County Commission met with Presiding Commissioner Jim Wheatley, Northern Commissioner Ken Mooney and Southern Commissioner Trent Nelson Present.

10:30 Homer Township Board members David Tidman and Brent Bettels came in to discuss some road issues which will need help with Road and Bridge. A road along the Mulberry Creek will need help with erosion control. They also have an individual leaving the board. They discussed the candidates.

Northern Commissioner Ken Mooney made the motion to continue with sharing the rent, $5412.60, for the Public Defender’s Office in Harrisonville. Southern Commissioner Trent Nelson seconded the motion. All vote yes. No opposition. Motion carried. This office is shared with several counties. The ones in the 27th court district Bates, Henry, St. Clair and Benton. Cass County and Johnson County also share in the rent.

The 18th day of October Term

The Bates County Commission met with Presiding Commissioner Jim Wheatley and Northern Commissioner Ken Mooney present. Southern Commissioner was absent.

11:00 Lumen phone conference about changes needed with the install of fiber to system. There are a few choices in the installation procedure needing input from the Commission. Joining the host and voice systems to the fiber contract as one. They are going to put the cost and choices together and send an email to the commission. It will be easier to see the options and costs this way. Keeping focus on same system, faster speeds and upgrade capabilities in the future.

Jim competed the application for Local Assistance and Tribal Consistency Fund payments available to eligible revenue sharing counties. Providing the county with $50,000.00 for years 2022 and 2023.
